Empowering the Underserved: Hon. Françoise Uwumukiza Advocates for Inclusive Trade within AfCFTA

In June 2023, Honorable Françoise Uwumukiza, a Rwandan representative at the East African Legislative Assembly (EALA), took a significant step toward regional economic inclusion. During a plenary session in Arusha, Tanzania, she moved a motion aimed at enhancing the participation of women, youth, and persons with disabilities in the African Continental Free Trade Area (AfCFTA).

The motion highlights the need for East African Community (EAC) leaders to explore practical ways to support small and medium enterprises (SMEs). Hon. Uwumukiza emphasized that while the AfCFTA presents vast opportunities, specific barriers must be addressed to ensure marginalized groups are not left behind.

One major challenge she noted is the digital divide. As trade increasingly moves online, many women in micro and small businesses still lack the smartphones or computers necessary for e-commerce. Her motion urged for better access to finance and the modernization of infrastructure to bridge these gaps.

Beyond economic advocacy, Hon. Uwumukiza also used this period to call for regional food security and the protection of cultural heritage. As the then-Chairperson of the EALA Committee on Agriculture, Tourism, and Natural Resources, she led efforts to promote regional tourism, including high-profile visits to sites like the Ngorongoro Conservation Area in Tanzania.

Her work continues to focus on making regional integration a reality for every citizen, ensuring that the benefits of the EAC and the broader African market are accessible to all, regardless of gender or age.
